Skipping is defined as:

a. To move by hopping on one foot and then the other.
b. To leap lightly about.

Skipping is generally associated with happiness, and people therefore generally limit the properties and advantages of skipping to one emotion.

I am here to prove that those General People are incompetant, ignorant fools.

the term "Angry Skipping" Is incorrect grammar, but the meaning is still the same. "Angry" is used as the adverb (which, using correct grammar would be "Angrily")
Either way, Angry is used to describe the manner and emotion conveyed whilst skipping. Which is entirely possible. I can skip with whichever emotion i deem acceptable.

It is a misconception that skipping can only be accompanied by happiness. Skipping is a nuetral activity. You can Be angry, sad, happy, or whatever.

On another note, skipping is a great way to conserve energy.
Some people go for a run when they are angry. But what if they get tired? They skip.

the Physical does not define the emotinal, and the emotional does not define the physical. You can skip whilst angry, and that skipping can be very aggressive.
